Tom Manchester was born in Iowa City, Iowa, in 1951 while his father, Miles B. Manchester, attended the University of Iowa on the GI Bill after serving in World War II. When Tom was nine months old, the family moved to Virginia, where his father began a career with the U.S. government. Growing up in Virginia with two older brothers, Tom developed a competitive spirit early on.
