Nació en Puerto Príncipe el 17 de noviembre de 1960. Tras asistir a la FAMV, completó su formación en el CNEARC de Montpellier. Entró en la administración pública en 1989 al incorporarse al Ministerio de Agricultura y fue trasladado al Ministerio de Medio Ambiente en 1996. Ha enseñado en varias universidades y ha supervisado cerca de veinticinco (25) disertaciones.
