The fundamental characteristic of an operator's network is to offer communication time (voice and data services) to subscribers while guaranteeing a required level of quality of service (QoS), and resource management procedures are indispensable. GSM and its evolutions are cellular systems, i.e. they operate in cells and the establishment and commissioning of these cells is essential to the operation of these systems. The optimization of the coverage and the quality of a telephony network is a work which allows the operator to always offer a good quality of service to the subscribers. This is done through an inventory of the existing network (data collection or test drives) to detect quality and coverage problems. These detected problems are analyzed and treated to be corrected in order to improve the network performance. The result of these different actions is to satisfy the customer. These problems can be due to the environment of the site, to a bad design of the sites or to material problems (cable, antenna...) or even software (parameterization problem) on site.
