High energy consumption and primary fuel, for heating and air-conditioning of buildings, can be reduced by a comprehensive approach to the problem. All facilities are designed optimally and energetically efficiently. The heating system optimization includes the optimization of all parameters. The paper provides a way to do it and to reduce losses energy and increase energy efficiency. In order to reduce energy consumption, besides the thermal rehabilitation of facilities, and adjust their thermal energy equipment to new energy efficiency conditions. The book also gives a new method of production and installation of pre-insulated pipelines in order to reduce the loss. Comparison of the heating and air conditioning costs of specific facilities has been done. The results showed that the price of heating and air conditioning with the heat pump in exploitation is far lower than the cost of city conventional heating with heating as a heat source and the investment is also somewhat lower.
