Lukman Arif wurde am 26. Juni 1969 im Dorf Kalangkangan, Bezirk Galang, Bezirk Tolitoli, geboren. Er arbeitete als LL2-Dozent an der Akademischen Wil. IX Department of Agrotechnology, Tolitoli Mujahidin College of Agricultural Sciences. Er schloss ein Promotionsstudium in der Abteilung für Fruchtbarkeit 2017 in der Landwirtschaft an der Tadulako Universität in Palu ab.
