The ultimate goal of the research is to determine the purpose of education, the role of school and the concept of an effective school. For educational institutions or educational units, in order to fulfill their purpose, the existence of an effective administration is a necessary prerequisite. Besides, several surveys have shown that both pupils' progress and behaviour depend on the unit's characteristics and management.

Dr. George F. Zarotis ist Dozent an der Fakultät für Humanwissenschaften der Ägäischen Universität in Rhodos/Griechenland. Prof. mult. Dr. Walter Tokarski war Präsident der Deutschen Sporthochschule Köln und Direktor des Instituts für Europäische Sportentwicklung und Freizeitstudien.
