Uzokova Laylo Polvonovna wurde 1964 im Bezirk Romitan der Region Buchara geboren. 1989 schloss er sein Studium am Institut für Lebensmittel- und Leichtindustrietechnologie in Buchara ab. Heute ist er außerordentlicher Professor für "Technologie und Design von Leder- und Pelzprodukten" am Institut für Ingenieurwesen und Technologie in Buchara, Kandidat der pädagogischen Wissenschaften.
