The focus of this monograph is to highlight the problem. Additionally, a unique solution for organizational change, not previously debated, is provided. It advocates the creation of a new, capstone service, which provides the authoritative leadership for all medium focused services. Due to the brevity of this document, the conclusion and recommendations serve as a departure point for further debate and elaboration. This monograph directly supports Secretary Rumsfeld's views outlined in the Department of Defense's Transformation Planning Guidance of April 2003. It will provide a solution for achieving true joint team play thru a more time responsive, capable, and highly effective military organization.
