This study critically analyses the recent education reform efforts in Qatar, and the changes taking place in various levels of education, as well as their preliminary effects on the human capital development for Qatar. Data were collected through content analyses of the reports on the standardized international test results, findings of research studies, as well as the outputs of local assessments and the national reports on education. The analyses revealed that since the launch of the new education reform in 2002, Qatar focused on education as the key to its future progress,and significant changes have occurred in the educational landscape from many aspects. However, despite of the substantial investments made, Qatar is still far from meeting its national curriculum standards and has a long way to go for providing quality education, especially in mathematics and science education. The findings provide an overall review of the quality of education system in Qatar and devise progressive policy recommendations for upcoming years.
