This book is an endeavour to determine the reasons for the problems that are currently being experienced in the State of Maharashtra and the Union Territory of Delhi in the implementation of the Maharashtra and Delhi Apartment Ownership Acts and the proposed Delhi Apartment Ownership Bill. The apartment ownership legislation has been enacted in India for almost thirty nine years now. However, until now the right, title and interest in an apartment though believed to confer ownership does not actually do so. This has motivated the writing of this book which seeks to examine and analyse the entire system of apartment ownership in State of Maharashtra and the Union Territory of Delhi. From my evaluation of the various aspects of the Maharashtra and Delhi Apartment Ownership Acts and the proposed Delhi Apartment Ownership Bill, it appears that there is room for improvement in virtually every aspect examined in order to keep up with the rapid growth of apartment ownership schemes in Maharashtra and Delhi and so gradually all over India. But it is not only the Maharashtra and Delhi Apartment Ownership Act and the proposed Delhi Apartment Ownership Bill that need modernisation.

Mr Saidunnabi Piyal was awarded PhD in Law from the University of Aberdeen, UK. He obtained the four years integrated Degree of Bachelor of Laws with Honours and the Degree of Master of Laws from the Faculty of Law of the University of Dhaka, Bangladesh. Currently, he is working as a Law Tutor in the School of Law of the University of Aberdeen, UK.
