Military activities, executed without clear appreciation of the secondary and ancillary effects of refugees, affect the long-term stability and security of the region those activities occur in. A powerful example of how conflict can create refugees is the Arab-Israeli conflict. The refugee issue was never fully understood and appreciated by the early Israeli military and government, and subsequently has become a major issue for security. Thus, while viewed either as an operational necessity for the creation of the state or an unappreciated ancillary effect of military conflict, the Palestinian refugee has become a symbol for those who wish to threaten the very existence of Israel. While refugees may be an unpreventable consequence of war and conflict, effort must be made to secure and manage those refugees to prevent subsequent security threats (both economic and military). While some military operations may provide tactical success, the subsequent creation and mishandling of refugees can threaten the strategic success of those operations.
