This research was conducted to assess the role of Somaliland parliament in policy oversight. In particular, it was undertaken to assess the extent of Somaliland Parliament is playing its policy oversight role, to identify the factors holding back the parliament in order to conduct an effective policy oversight and to examine the policy oversight tools that the parliament deploy for conducting oversight. The research revealed that the Somaliland parliament has limited capacity in both financial and technical. Its mandates of overseeing the executive specially the policy oversight were neglected. The researcher realized that there were different factors hindering the parliament's oversight function, among these factors most importantly the party system (one party domination), lack of understanding of the significance of oversight by the MP, inadequate resources like financial , experts and lack of commitment. Finally, the research recommended that the relationship between the parliament and executive is vital therefore, should have to be mutual, and also should have to build the internal capacity management and infrastructure.
