The book presents an evaluation of participatory planning, budgeting and capacity of local councillors in managing local government policies. A mixed explanatory cross-sectional evaluation study was conducted in six selected local governments in central Uganda where findings revealed that indeed the participatory governance framework to a reasonable extent contributed to quality of local governments. Further, the study established that voice, accountability, control of corruption, and enhancing government effectiveness were contributory factors to quality of local governments. Finally, through multiple regression, a hybrid local government participatory governance model was developed. The recommendations of the study serve to guide towards the development of local government-feasibility-assessment guidelines and training to enhance the capacity of accountability institutions in local governments.
