The purpose of this research work, which was presented as a thesis for the Master's degree, is to define the level of incidence of two factors such as participatory territorial planning and management, which generate the conditions for building governance in a city, this being understood as the articulation of the authorities with the population in participatory spaces to identify the needs that require a response from the authorities or, ultimately, from the State. The methodology used was the interview of specialists and/or leaders regarding the definition they gave to the identified categories, this information was collected through an interview guide. The main conclusion was the validation of the postulate that participatory planning and management are factors that contribute to the construction of governance in a city, taking as a concrete experience the participatory process suggested by the Regional Plan for the Concerted Development of Metropolitan Lima 2012 - 2025.
