These operations underline the limits of its will and its capacity to act and suggest that its commitment to the preservation of the country's independence is mixed. This situation is largely explained by the fact that its commitment is instrumentalized by its most powerful members who, alongside the overall objective of the organization, pursue their own interests in the games in which they are involved.
