This work is a research carried out for my doctoral thesis in the Republic of Cuba in 2016. The project is justified not only by the timeliness and complexity of the study, but also by the appropriate methodology for this type of research. It addresses the issue of pedagogical competencies for values education in the continuing education of the teacher of the Higher Institute of Educational Sciences of Cabinda as an important part for the development of education professionals. It also reflects on the pedagogical cooperation between teachers and traditional authorities, who are educational agents of the Angolan communities and bearers of values of the identity of that community. Finally, it comments on the characteristics of values as regulators of positive practices in Angolan daily life, with indicators that allow us to differentiate their levels of development. The results of the research show that education professionals appear as the epicentre of the transmission of values and should be equipped with pedagogical skills and methods for the same purpose.
