More than 70 years after its creation, the UN faces numerous controversies and challenges that call into question the effectiveness of its interventions and its real capacity to achieve the objectives it set itself on a global scale, notably through strategic action plans such as the Millennium Development Goals (2000), the Paris Declaration (2005), the Accra Agenda for Action (2008) and, in 2015, the Agenda 2030 for Sustainable Development, to name but a few. In order to respond to these numerous challenges, and to improve the performance and transparency of the management of its interventions, the United Nations and its 193 member states embarked on reforms in the late 1990s, culminating in the introduction of results-based management within the organization in 2002.This book explores the internal mechanisms for implementing results-based management within the UN system and its programs, and analyzes the limits of this strategic tool. It also addresses the operational issues and constraints associated with its effective implementation.
