The quest for productivity, quality and speed in the public service has led to the strategic use of performance contracting to help drive change efforts from process to results orientation in the public service. This book seeks to create awareness that tertiary public colleges in Kakamega County faced operational and institutional challenge in implementing performance contracting. It also seeks to determine that it is only when these challenges are addressed that performance contracting will be able to ensure that systems are established to promote equality of all users of tertiary public colleges.
