NGWEZE MABAMBA José is a university professor in the Democratic Republic of Congo, teaching social, political and administrative sciences. He is also a civil servant at the French Ministry of Foreign Affairs. On the occasion of his 20-year career with this Ministry, he invites the country's political authorities to consider the paradigm of performance in diplomatic governance.
