Mirzadjon Mahmudov est né en 1948 dans la région de Fergana, en Ouzbékistan. Il est chef du département des bâtiments et des structures à l'Institut d'État d'architecture et de génie civil de Samarkand, candidat aux sciences techniques, professeur associé. Sous sa supervision, le département mène des travaux de recherche sur "l'augmentation de l'efficacité énergétique des bâtiments".
