RICHARD F. AMERICA has been director of Urban Programs and lecturer at the University of California, Berkeley, and a visiting lecturer at the Stanford Business School. He is the author or editor of several books including The Wealth of Races (Bloomsbury, 1990) and Paying the Social Debt (Bloomsbury, 1993).
