Prof. D. Mutagirov is well-known scholar, one of the initiators of the study of human rights and freedoms in Russia and author of 300 works on democracy and human rights. Currently he is Professor of the Faculty of political sciences and Director of the Centre for the study of human and peoples¿ rights of the St.Petersburg University.
