Sulaimonov I. Zh. (né en 1966) dans le district de Bulakbashing de la région d'Andijan. Il est diplômé de l'Institut de culture du coton d'Andijan, docteur en sciences agricoles, marié.Abdieva O.T. (né en 1961), originaire du district de Yangikurgan, Oblast de Namangan. Elle est diplômée de l'institut pédagogique de Namangan, docteur en sciences pédagogiques, et travaille comme professeur associé à l'université d'État de Namangan.
