Piglet tried to steel himself for a tough decision, but he found he wasn't as tough as steel. So, he thought of other things which were fairly tough, but less so than steel. Wool and custard were definitely too soft, but stone and iron were too hard for the toughness-point he was reaching for. Bread was soft, but when you toasted it, it went all hard. Piglet toasted himself and set out, following the paw-prints.
