The issue of unbalanced growth and development of backward or rural areas of the State is still a concern, which was the prime reason of reformation of Uttarakhand as a state. With the proposal of new capital town Gairsain, the government is trying to solve the issues of unbalanced development.The dissertation gave an opportunity to plan a city which has been assigned capital functions and understand the challenges of green field development on hilly areas.After a careful analysis of literature study and similar case studies; the book inferences few strategies that can be included for Gairsain town. Based on the carrying capacity and existing scenario; the future development is projected. The book recommends macro & micro level strategies. The author also frames a basic outline of conceptual plan and development guidelines for the new capital town.
