He was born on December 31, 1951 in Moscow. He graduated the Moscow Higher Technical School named after Bauman In 1975 with honors. He defended his thesis for the title of candidate of technical Sciences In 1991. He works in National Research Center "Kurchatov Institute" in the field of physics and technology of low temperature plasma.
