Kathryn Olson and Barbara Attard are leading advocates for police accountability and transparency. They wrote the Police Misconduct Complaint Investigations Manual incorporating their work as oversight practitioners with broad investigative experience on local, national, and international levels. Both are past presidents of the National Association for Civilian Oversight of Law Enforcement (NACOLE) and regularly present at NACOLE conferences and in other forums. Attard and Olson consult and train on a variety of issues impacting police legitimacy, including the processes underlying robust misconduct investigations and the structures and systems necessary for effective civilian oversight.
