The study pays special attention to the issue of women's participation in the political sphere. It concludes with recommendations for the improvement of conditions for party development in the country.

Leila Alieva is a political analyst based in Baku, Azerbaijan. She held research fellowships at Harvard University (1993-1994), UC Berkeley (2000), National Endowment for Democracy in DC (2007). She authored works on security and politics, published by Oxford University Press, Sharpe, Journal of Democracy, Jane¿s Intelligence Review.
