Economista com mais de 30 anos de prática profissional, com ampla experiência em gestão pública como funcionário público, assessor e consultor de governos locais em questões relacionadas com o sistema de planejamento, orçamentos e modernização da gestão pública. Actualmente é professor catedrático na Universidade Nacional Micaela Bastidas, em Apurímac.
