The main objective of the book was to analyze the relationship between the Klabin-PR pulp and paper industry and the Paraná environmental agencies ARH, SUREHMA and IAP in the conduct of the industry's environmental regulation process, within the time frame of 1970 to 2002. Thus, the agency's relationship with the Klabin-PR industry was based on political interests that led to the environmental protection results proposed by the agency not being achieved. In this way, the institutional capacity of the public agency - hiring, professionalization, transfer of funds, modernization, among others - was unable to solve the environmental problems of the region of influence of Klabin-PR.
