The Public Finance Initiative (PFI) is a method of funding long term contracts for services and may include the provision of facilities and infrastructure - it is one example of PPP. In this Handbook, John Kelly provides a best practice approach to the management of PPP/PFI projects - he presents in a logically structured fashion, a well indexed procedural guide for those who have dealings, in any capacity, with PPP/PFI projects. The Handbook will fill the need for concise guidance for those new to PPP/PFI and act as a ready reference for those already involved. With a minimum use of acronyms and technical terms, the Handbook covers all phases of PPP/PFI projects, from the outline business case, conditions to be satisfied and the assembling of a project team, through the project procurement, to the commissioning process, handover and subsequent facilities management. A final section includes checklists, execution plans, contents listing for outline and full business cases, model management structures and examples of value for money evaluations.

Professor John Kelly holds the Morrison Chair of Construction Innovation within the School of the Built and Natural Environment at Glasgow Caledonian University. He has been involved for eight years with PPP/PFI through various value management consultancies which has given him an in-depth insight into the issues of managing PPP/PFI projects from the perspective of clients, consultants and the various members of the Special Purpose Vehicle set up to bid for and undertake a project. He has also researched the PPP/PFI market and has recently completed a six-month commission for the Scottish Executive Health Department to benchmark best practice in the management of PFI hospital projects.
