The paper presents the issues related to the implementation of European Parliament Directive reg. energy efficiency 2012/27/EU in the scope of application of heat costs settlement in accordance with the consumption, to the state regulations of the EU member countries. Among the main reasons why the Directive in some countries is still not accepted two were given as basic ones: lack of economic efficiency of the settlement procedure consistent with the consumption, issues related to ensuring the method of fees establishing in a way correlated with a real consumption of the heat for the heating purposes. The problems of the individual users were described in terms of the verification of the bills for heating costs, delivered by the administration. Two methods of heating costs settlement checking were presented: for the entire building, based on the complete settlement documentation and for single apartment, based on a bill of the individual user. The general rules of the proper heating costs settlement in the multi-apartment building were expressed, according to the registered consumption.
