I propose to arrive at a conclusion about the state of preparedness of the local police to deal with the issue of terrorism if it arises within their jurisdictions. The results of the study could benefit Kentucky State Police, as well as serve as a possible model for other law enforcement agencies to increase citizens' protection.

Ferhat Goktepe was graduated from Turkish Police Academy in 1996. He earned M.A. degree from UofL (USA), and Ed.D. degree from Spalding University. Dr. Goktepe served several departments of Turkish National Police for 17 years and is now holding the superintendent rank as the Chief of Counterterrorism Division of Kahramanmas City Police Department.
