Geboren in der Provinz Chiclayo-Lambayeque-Peru, gehört er der peruanischen Nationalpolizei an; er hat eine zweite berufliche Laufbahn als Bachelor in Rechtswissenschaften, als Rechtsanwalt und als Magister in "Strafrecht und Kriminologie" sowie als Doktor der Wissenschaften mit der Bezeichnung "LAW" an der Nationalen Universität von Cajamarca absolviert.
