Certain rights and freedoms are fundamental to human existence. As such, they are inherent to every person as a human being and are based on respect for the dignity and worth of each individual. Indeed, within the prison universe, one should only be deprived of physical freedom. Some consider dignity as a matrix of rights, that is, absolute rights. Others proclaim that the dignity of the human being is intangible. All public authorities have the obligation to respect it, to protect it and even to make it effective.
