ERIC B. HERZIK is Associate Professor of Political Science at the University of Nevada, Reno. He is the editor (with B. Brown) of Gubernatorial Leadership and State Policy (Greenwood, 1991). ALVIN H. MUSHKATEL is Professor of Public Affairs and Director of the Office of Hazards Studies at Arizona State University. He is the author (with R. Perry) of Disaster Management (Quorum, 1984).
