In the modern world community the phenomenon of legal responsibility of the head of state is a necessary element and an important guarantee of a democratic regime. For this reason, the absence of this institution in authoritarian countries is indicative. Inclusion in the legislation of the mechanism of responsibility of the President of the State is associated with the resolution of a very complex legal problem. This problem is that the accusation brought against the head of state concerns the whole system of state bodies and may entail the destruction of the principle of separation of powers.
