Umrillo Asadulloyevich Melikov nació el 19 de octubre de 1979 en la República de Tayikistán. En 2001 se graduó con honores en la Facultad de Derecho de la Universidad Nacional de Tayikistán. En 2010 defendió su tesis doctoral sobre "La regulación jurídica de la actividad empresarial en la creación y difusión de medios de comunicación".
