The general objective is to propose guidelines aimed at institutionalizing project management in an organization with this profile. In its specific objectives, the work aimed to: map the existing Project Management Offices at Fiocruz; analyze the information on how projects are managed at Fiocruz; and, define standard procedures for project management at Fiocruz. The approach had the following characteristics: qualitative data; descriptive nature of the variables; inductive analysis; and general objectives of exploratory research. The information gathered included: a literature review, mapping of project offices, semi-structured interviews and documentary research. The data collected was processed using the content analysis technique. As a result of the data analysis, standard procedures were suggested and actions were proposed with a view to institutionalizing project management in a complex federal public organization.
