This has been done under the 1995 Ugandan Constitution and the Children's Act Cap. 59. Under the Local Government Act of 1997, nursery, primary schools, special and technical schools fall under the administration and management of District Councils. Despite the effort of the government to provide access to affordable education to all Ugandans, illiteracy level is still high.This hinders the government from achieving the goals of Poverty Eradication Action Plan (PEAP), meeting commitments to achieve Education for All (EFA) and the Millennium Development Goals (MDGs) of 2015.
