M. Smatlaev est diplômé de la faculté de droit de l'université d'État kazakhe à Almaty. Pendant plus de trente ans, il a occupé des postes à responsabilité au sein du bureau du procureur. Il est un employé honoraire du bureau du procureur de la République du Kazakhstan. D. en droit, professeur à l'ENU L.N. Gumilev.
