In this essay, we intend to reflect briefly on some instruments of environmental law that enable the sharing of responsibility between public administration and citizens for environmental protection. It seems that waste law, specifically waste management, is one of these responsibility-sharing instruments, since it is up to the waste producer to promote waste management. In other words, it is enough to think that urban waste should be placed in the rubbish container, but it should first be placed in a plastic or paper bag by the producer, thus materialising the previous management of waste.
