CHARLES T. GOODSELL is Professor of Public Administration and Public Affairs at Virginia Polytechnic Institute and State University. He is the author of several books, including The Case for Bureaucracy: A Public Administration Polemic 3rd ed. (1994). NANCY MURRAY is Associate Professor of Public Administration at Pace University in New York.
