The problem of unrecognized states and their influence on the development of geopolitical processes has become one of the most important in modern historical, political and state-legal thought. Since the collapse of the USSR and a number of Eastern European countries, against the background of changes in the geopolitical map of the world there has been an increased interest in the phenomenon of unrecognized states that emerged in the "wild 90's". The authors of the work, as citizens of the self-determined (unrecognized) Transnistrian Moldovan Republic, focused in their study on the evolution of both Transnistrian statehood in general, and problems and prospects of public administration in the TMR, in particular. Also, the authors of the study tried not to be prejudiced and objectively consider the system of state governance in a separate self-determined (unrecognized) state, taking into account evolutionary processes, difficulties of building the foundations of constitutional system and generally maintaining its statehood; "double standards" policy, geopolitical interests of leading world and European powers in the region, activities of non-governmental organizations and their influence on solution of state governance problems in the TMR.
