Covid-19, Black Death, contaminated blood, H1N1, the Chernobyl nuclear power plant disaster, mad cow disease, bird flu, the Ebola virus in Africa and so many other health crises can constitute real dangers for the stability of any State. These health crises can be a real threat for any organization and also an opportunity to adapt the techniques and means used to modern and future crisis issues. Thus, according to Thierry Libaert in 2010: "The crisis represents a danger and can lead to the disappearance of the organization concerned. It is however, a revelation of latent dysfunctions, an element of response to a blockage or a technical, economic or social maladjustment, an accelerator of restructurings that have become inevitable. It can also represent a positive opportunity for development by rethinking an unsuitable operating mode.
