CHARLES F. ANDRAIN is professor of political science at San Diego State University. He has written several books about comparative public policy and social change. Authored with David E. Apter his work on Political Protest and Social Change: Analyzing Politics was selected by Choice Magazine as an outstanding academic book of 1995. Other major publications include Comparative Political Systems, Political Change in the Third World , and Social Policies in Western Industrial Societies.
