The study takes a critical analysis on the legal and institutional framework on management of wetlands in Uganda in a bid to seek for ways of implementing public participation in wetland management. The study found that, to a small extent, some steps are being taken in engaging the local communities in management and conservation of Wetland. The study also found out that despite the enactment of National Environment Act Cap.153 and the Constitution of the Republic of Uganda 1995 and other relevant laws providing for protection of natural resources, the law is just on paper and the implementation of the same is very poor. To achieve this aim, the study adopted qualitative method as a mode of research. Literally national (Acts of Parliament) materials were re-viewed as well as international conventions in order to find out the best method of management of wetlands and enforcement of already enacted laws. The public/ communities should be motivated and mobilized to work together with the government at large and utilize their indigenous knowledge so that they can improve the wetland land ecology and uplift their standards of living and the environment standards as well.
