Public policies have to be characterized as an instrument for government management in each constitutional period, this in order to achieve a directionality, about the objectives to be achieved. In this sense the research presents as main objective the analysis of public policies and educational quality of the Venezuelan State 2017- 2018, framed in a quantitative paradigm, with a documentary and bibliographic type design, and with a location of the information in the three plans of the nation starting from the year 2000 to the year 2019; organizing the information by each period and with the selection of policies aimed at quality education in the university sector. For the analysis of the information a table is presented where it is possible to visualize the characterization of the policies used in each plan and the achievements reached in each period of time. The results show that greater relevance has been given to the massification of student enrollment, through the reduction of restrictions for admission to the house of studies, such is the case of the elimination of the academic attitude test.
