Christian Renner, Leiter des International Office der Fachhochschule Neu-Ulm hat sich in einer jüngst veröffentlichen Studie mit dem Thema Public Relations in der Erwachsenenbildung - Selbstverständnis und Realisierung von Öffentlichkeitsarbeit als Chance zur Profilbildung am Beispiel Evangelischer Bildungswerke – beschäftigt.
Er kommt dabei zu folgenden zentralen Erkenntnissen
- Werbung ist ein Teilaspekt von Öffentlichkeitsarbeit und wird nicht grundsätzlich negativ empfunden.
- Zeit und Personal sind für die Öffentlichkeitsarbeit ausschlaggebender als Geld.
- Persönliche Kontakte sind maßnahmenübergreifend das zentrale Element gelingender Öffentlichkeitsarbeit.
- Evangelische Erwachsenenbildung braucht interne Öffentlichkeitsarbeit, um als gleichwertiges Handlungsfeld in der evangelischen Kirche akzeptiert zu werden.
- Der Aufwand für einen Internetauftritt ist gegenwärtig höher als der Ertrag – aber er ist eine Investition in die Zukunft.
- PR-Kontrolle wird nicht als wesentliche Aufgabe der Öffentlichkeitsarbeit empfunden und erfolgt höchstens unsystematisch.
Als wesentlichen (pädagogischen) Faktor sieht Renner jedoch eine Intensivierung der Zusammenarbeit mit Universitäten, denn im Unterschied zu Kooperationen mit anderen Einrichtungen und Bürgerinitiativen, die bereits als Chancenreich von den Evangelischen Bildungswerken angesehen werden, wurde eine Brücke zu Hochschulen bislang nicht gebaut.
Die intensive Auseinandersetzung mit den Grundwerten der evangelischen Bildungsarbeit zeigt zunächst völlig losgelöst von Fragen der PR-Arbeit, wie komplex eine Profilfindung oder auch –bildung ist.
So zeigen sich zum Beispiel Lernhindernisse in der Arbeit mit Menschen, die es bislang nicht gewohnt waren, an solchen Bildungsmaßnahmen teilzunehmen. Dazu zählen Lernhemmnisse, Lernklima, Sprachbarrieren oder Probleme, eigene Bedürfnisse wahrzunehmen. Am Menschen orientiert zu arbeiten heißt, sich darauf einzustellen.
Heinrich Pestalozzi hat dazu das ganzheitliche Lernen als Lernen mit Kopf, Herz und Hand, also Sachwissen praktisch anzuwenden, um im Leben zu bestehen, definiert.
Renner macht deutlich, wie schwierig es ist, diese Grundsätze mit Leben zu füllen und weist dabei auch auf den Konflikt zwischen öffentlicher Erwachsenenbildung und innerkirchlichem Auftrag hin, der unter anderem stark von finanziellen Auswirkungen geprägt ist. So wird die öffentliche Erwachsenenbildung mit „weltlichen“ Lernzielen durch die Länder gefördert, innerkirchliche, also religiöse Themen unterliegen dagegen allein der gemeindlichen Finanzierung.
Im dritten Teil der Veröffentlichung erfolgen verschiedene Begriffsbetrachtungen, die sehr gut recherchiert die Worte Öffentlichkeitsarbeit, Public Relation – oder in Deutschland PR-Arbeit, Werbung und Marketing differenziert zu betrachten erlauben. Hier überwiegt die wissenschaftliche Analyse mit guten Hinweisen zu Primärliteratur, welche Lust auf mehr machen. Eindeutige Definitionen fehlen Renner dabei, was er unter anderem mit den Streuverlusten durch verschiedene Studiengänge, die sich unterschiedlich mit den Fragestellungen Marketing, PR, Öffentlichkeitsarbeit, Kommunikation etc. beschäftigen, begründet. Das in den Bildungswerken zu den Themen vorhandene Handbuch, erscheint dabei zu oberflächlich, da es im Resümee lediglich intensive Kontakte zu Medienvertretern empfiehlt. Renners oben bereits benannten Ansätze bieten dagegen spannende und zu Vertiefende Anregungen.
