Lately, the quality of primary education has been on the agendas of political, economic and social elites in Mozambique, and discussions in public opinion forums point to various problems, such as teacher training, institutional management and lack of funding. Despite the government's international partners investing sums of money in primary education (an economic perspective for improving quality) to improve school conditions, it can be seen that the problem still prevails because the measures taken are still cosmetic. It seems that the road to achieving excellence in primary education in Mozambique is still winding. The challenges of improving the quality of primary education go beyond the capacity of the organisation that manages the education sector, and several authors are interested in finding a magic recipe to solve the problems of this subsystem. In this context, in order to improve the quality of primary education, it is suggested that curricular reforms in education should be introduced that are quite in-depth and cover the organisational and procedural aspects of teaching and education as a whole.
